In the early 1920’s Will Dilg’s only son drowned in the Mississippi River. Dilg rose up from the depths of depression and mourning to become a tireless\, fanatic firebrand – leading an extraordinary national crusade to form the Izaak Walton League and save a 261 mile stretch of Mississippi River Backwaters we now know as the Upper Mississippi National Wildlife and Fish Refuge. While his life was cut short\, his accomplishments are still legendary\, and we all will benefit by hearing from him on the 100th Anniversary of the Refuge\, which is in 2024. \nA Visit From Will Dilg was created by Steven Marking for the Centennial celebration of our Upper Mississippi River National Wildlife and Fish Refuge. The script relies heavily on Dilg’s own published words. Images and film clips of the glories of the refuge are the stars of the show. As the story unfolds as told by Dilg\, we are constantly reminded of the things that were saved – the plants\, the animals\, the birds\, the fish\, and the scenery. \nBy the 1020’s river land reclamation\, or the filling in of floodplain wetlands\, was at its peak in our countries history. Ground zero for the battle was the Winneshiek Bottoms near Lansing\, Iowa\, which was already legally permitted to be leveed off\, drained and filled to create farmlands. Dilg took the loss of wetlands and the fish and wildlife that went with it personally and started the battle against reclamation by forming a national coalition of outdoorsmen called The Izaak Walton League. In less than one year they pushed federal legislation through congress to form the Upper Mississippi National Wildlife and Fish Refuge. This saved a large portion of our Upper Mississippi River lands from development\, and more than 4 million people visit and enjoy the refuge every year today. It is the largest contiguous floodplain habitat in our nation. \nWinona Arts Center activities are made possible by the voters of Minnesota through a grant from the Southeast Minnesota Arts Council thanks to a legislative appropriation from the arts and cultural heritage fund.

Dodson will be available for a Q & A following the films. \nDoors open at 6:30 with a $10 admission for films\, Q & A\, and treats & beverages. \nSay His Name (21 Minutes)\, Beneath The Ink (12 minutes)\, The Ragman (15 minutes)\, & My Last Breath (23 minutes) will be the featured documentaries. \nCy Dodson\, owner of Minneapolis-based\, Triumph Pictures\, is focused on producing award-winning unscripted content. Cy combines his use of cinematography and editing to craft compelling tales of the human spirit creating memorable\, gripping productions. His film Say His Name: Five Days for George Floyd was commissioned by Twin Cities Public Television (TPT) premiering April 2021. His previous film and national Emmy-nominated Beneath the Ink (2018) hits on complex racial issues in his Ohio hometown that highlights human stories of forgiveness and redemption. His film\, The Ragman is the compelling story of a vagabond musician & storyteller & My Last Breath is an inspiring story of a young asthmatic man whose life is entirely transformed during an asthma attack. Dodson has won numerous jury and audience awards at festivals worldwide and was acquired by Conde Nast for their “GQ Stories” platform. SUMMARY:Frozen River Film Festival at the WAC—Blurring Borders: Cinema & Home
DESCRIPTION:Co-curated by Michelle Baroody and Sharon Mansur \nShowcasing Arab and SWANA (Southwest Asian and North African) artists and filmmakers\, this set of short films challenges documentary form as well as common narratives/images of immigration and displacement. The makers featured in this segment use cinema to expand visibility both within and outside their ancestral homelands\, interrogating the policies that enforce borders and mass displacement. The films in this program depict home\, place\, identity\, and belonging\, as well as loss\, scattering\, and letting go\, and in addition to challenging the arbitrary lines on maps\, they challenge the boundaries between documentary and narrative cinema and between reality and fiction. Inviting participants and audience members to consider new ways of looking at home\, immigration\, and exile\, this film program reflects on both past and present to consider a different future\, one that can be found through art practice. Her performances\, visual installations and screendance projects have been shared nationally and internationally. DESCRIPTION:Local film experts Blake Darst and Dr. Danielle Schwartz will lead you through a hands-on workshop that covers the basics of lighting for documentaries\, focusing on quality lighting for interviews. You will get the chance to handle basic lighting equipment and learn about affordable “hacks” to adapt lighting you may have at home to create a professional looking interview. \nTHIS WORKSHOP IS FREE TO ALL\, BUT PLEASE REGISTER IN ADVANCE! \nABOUT THE INSTRUCTORS:\nDr. Danielle B. Schwartz is Assistant Professor of Film Studies and English at Winona State University\, where she teaches courses on transnational cinema\, teen films\, and film production. \nShe spent five years working across many facets of the film industry\, including development\, production\, and Behind-The-Scenes marketing content on both independent films and mainstream Hollywood productions. One of Danielle’s main goals is giving back to the community\, and as such she has instructed youth and adult filmmaking workshops in association with Frozen River Film Festival and Winona State University. \nShe is currently producing a documentary on the history of the FRFF. \nBlake Darst provides video production and technical photography for arts and community organizations and small businesses in SE Minnesota. His multimedia background spans photojournalism and several design agencies in Winona. Along the way\, professional video functions came to digital cameras\, and Blake’s workflow followed suit. He favors a Blackmagic cinema rig but is eyeing Panasonic’s latest Lumix offerings. Blake served one term on the Frozen River Film Festival board of directors and remains an active friend of the festival. His young family lives in town. Robert Oppenheimer (1904-1967)\, the theoretical physicist who led the effort to build the first atomic bomb\, tested in July 1945 at the Trinity site in New Mexico. It features interviews with several Manhattan Project scientists\, as well as newly declassified  archival footage. The film’s title comes from an interview seen near the conclusion of the documentary. Oppenheimer is asked for his thoughts on the talks to stop the spread of nuclear weapons: “It’s 20 years too late. It should have been done the day after Trinity.” \n88 minutes. English.

This is one of the first films to advance the feminist social and political point of view. Its plot centers on a long and difficult strike based on the 1951 strike against the Empire Zinc Company in Grant County\, New Mexico. The film shows how the miners\, their families\, the company and the police react during the strike. The story of the film’s suppression\, as well as the events it depicted\, inspired an underground audience of unionists\, leftists\, feminists\, Mexican Americans and film historians. The film found a new life in the 1960s and gradually reached larger audiences through union halls\, women’s associations and film schools.

The group initiated several projects to reduce the problem of too many nutrients in the lake and to improve the quality of Lake Winona. Filmmaker Mary Farrell has documented the group’s efforts to address stormwater runoff\, invasive species\, shoreline erosion and excessive goose population. \nThis activity is made possible by the voters of Minnesota through a grant from the Minnesota State Arts Board\, thanks to a legislative appropriation from the arts and cultural heritage fund. \nTickets are available from Frozen River Film Festival via Eventive\, online here.
